【摘要】:ThispracticeaddressesanAMLprojectsiteanditsgeospatialdatarelativetoSMCRA.Asusedinthispractice,thegeospatialdatarepresentsanareawherereclamationwasperformedonlandswherecoalornon-coal(orboth)removaloccurredpriortoenactmentoftheSMCRAandwhereAMLproblemsposearisktopublichealthandsafetyorimpacttheenvironment(orboth).ThispracticeissignificantasitprovidesforuniformityofgeospatialdatapertainingtothegeographiclocationanddescriptionofAMLProjectSiteslocatedthroughouttheUnitedStates.ThisgeospatialdatastandardwillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsineffortstocreate,utilize,andsharegeospatialdatarelativetoSMCRA.UseofthisstandardwillresultinorganizedandaccessibleAMLprojectsitedatatosupportprogrammaticdecisionsandworkplandevelopment,increasedawarenessofAMLProjectSitesthroughouttheUnitedStates,andbettercommunicationbetweenRAandfederaloffices,thepublic,industryandotherinterestedparties.ThegeospatialdatamaybeservedasalayerinTheNationalMap(http://nationalmap.gov),aninteractivemapservicesponsoredbyaconsortiumofUSfederal,state,andlocalpartnersandhostedbytheU.S.GeologicalSurvey(USGS).TheNationalMapprovidesaconsistentframeworkforhigh-quality,geospatialdataandinformationfrommultiplepartnerstoenhancetheUnitedStatesabilitytoaccess,integrate,andapplycurrent,accurate,andnationallyconsistentdigitaldataatglobal,national,andlocalscales.ThispracticeconformstothedefinitionofadatacontentstandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromtheFGDCSpatialDataTransferStandard(ANSIINCITS320-1998(R2003))andtheFGDCFrameworkDataContentStandard(FGDCProject1574-D)InformationTechnologyx2014;Part5Governmentalunitandothergeographicareaboundaries.1.1Thispracticecoverstheminimumelementsfortheaccuratelocationanddescriptionofgeospatialdatafordefininganabandonedmineland(AML)projectsite.1.1.1ThispracticeaddressesmininggeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstate,tribal,orfederal(orcombinationsthereof)coalminingregulatoryauthority(RA)authorizedunderSMCRAtoreclaimthesurfaceandundergroundeffectsofpastminingoperations.Abandonedmineland,asspecifiedinSMCRASections404(coal),409and411(non-coal)andcross-referencedinadditionalsectionsoneligiblelands,consistofthoselandsandwaterswhichwereminedforcoalorotherminerals(orboth)orimpactedbyprocessingoperationspriortotheenactmentofSMCRAandabandonedorleftinaninadequateconditionofreclamationandforwhichthereisnocontinuingreclamationresponsibilityunderstateorotherfederallawsformitigationofadverseimpactstohumanhealthandsafetyorenvironmentalresources.1.1.2TitleIVofSMCRAestablishesthenationalAMLReclamationProgramundertheOfficeofSurfaceMiningReclamationandEnforcement(OSMRE),U.S.DepartmentoftheInterior(DOI).Theprogramwasdevelopedtoreclaimlandandwaterresourcesadverselyaffectedbypastcoalandnon-coalminingandleftabandonedorinadequatelyrestored.DuringtheyearsimmediatelyfollowingtheenactmentofSMCRA,OSMRE,states,andIndiantribesconductedsurveysofeligiblelandsandwatersandcreatedindividualinventoriesofproblemstobeaddressedunderTitleIV.In1990,SMCRAwasamendedandOSMREwasrequiredtomaintainanationalinventoryofhighpriorityabandonedminesitesandprovidestan......

【摘要】:ISO10110specifiesthepresentationofdesignandfunctionalrequirementsforsingleopticalelementsandforopticalassembliesintechnicaldrawingsusedfortheirmanufactureandinspection.ThispartofISO10110specifiestheindicationofthelevelofacceptabilityofsurfaceimperfectionswithintheeffectiveapertureofindividualopticalelementsandopticalassemblies.Theseincludelocalizedsurfaceimperfections,edgechipsandlongscratches.Itistobenotedthattheacceptancelevelforlocalizedimperfectionsisspecifiedtakingintoaccountfunctionaleffects(affectingimageformationordurabilityoftheopticalelement)aswellascosmetic(appearance)effects.ThispartofISO10110appliestotransmittingandreflectingsurfacesoffinishedopticalelements,whetherornottheyarecoated,andtoopticalassemblies.Itrecognizesthatpermissibleimperfectionsmaybespecifiedaccordingtotheareaaffectedbyimperfectionsoncomponentsorinopticalassemblies.
